I should think so. But to assist you, I am providing you with the "One Stop Website" for criminal law in Canada.
"Canada's criminal law is rooted in the common law of England. The public policy advantages of codification began at the end of the 18th century in England ..."
If you think the rapist is crossing provincial lines, you might contact the Royal Canadian Mounted Police (the Mounties).

Canada, like the States, has an "innocent until found guilty" frame of mind.Investigation + evidence=guilty/not guilty
Accusations in themselves don't mean guilt.
Bail is at the discretion of the judge.

I would think so because why would the authorities just take their word for it that they weren't involved in a crime? It would seem to me if someone accuses you of a crime, the least they will do it take you in for questioning.

if you file a report, they will be arrested, identified (by you), and questioned. It will be determined if its worth investigating further.

Have you been raped? If so, contact the police!
If not, why do you want to know? Has your friend been raped? Tell her to contact the police!
