The following countries have the least xenophobic populations but then a lot depends on the attitude and conduct of the foriegner too:-

Hello! What country allowed foreigners in and let them destroy 2 of the greatest skyscrapers in NY? It must be pretty safe if terrorists are running around and making plans right under our noses and I'm quite sure that they are doing this even now! Of course, if people do stupid things - they will have to pay the conseuqences but freedom to do anything you want is here - even be a terrorist for crying in the sink!

Safest is New Zealand. I can assure you of that. I have visited the both islands North and South, they are very safe and very friendly.
Maoris (the natives) are very nice people so are the whites who have selled there.

well..if your worried about terrorism,come to New Zealand,in that sense we are very safe.

We did though have a guy who went a we bit crazy after being dumped by his girlfriend and threatend to fly in to the sky tower..but the size of the plane and the speed he was going at,we would have bounced of the side of the tower....

But overall NZ is safe for you..

No country is safe for foreigner coz terrorism or disease or natural calamities happens everywhere no escape for anybody ,neither for a foreigner nor for people in their own place

That is too broad of a question.....contingent on many things! But...in my opinion and generally speaking for all persons; I say New Zealand first followed by Canada. Much depends on sex of person, age, demeanor, where he/she wishes to go..i.e. city or country, form of entertainment sought, etc.....recreational activities or employment sought!

New Zealand, except foreigners are stupid and go hitchhiking with psychopathic gang members, for some reason tourists take risks here

"safe" is a relative term. very relative. I'd say stay in your own country, then you'd never be a foreigner.
