Turn on the hot water and see if it comes out with greater pressure than usual. If so, it may be that the burner or elements are not shutting off. If that's the case, turn the thing off and call a service man as you may have a bad result. It may also be that what you call the over flow (which I presume is a relief valve) is leaking and needs to be replaced.

its turned up to high or the overflow valve is worn out once it overflows like that ya need to replace it buy the valve first see what happens before ya try to rplace the whole thing the valve is cheap the whole new heater with labor is gonna run ya 600 bucks most plumbers are gonna say replace it i use to change out 10 a day at 600 a pop

try putting in a new overflow valve, if that doesn,t work you might try putting in a pressure control valve in the water line before the water heater

those drain valves are pieces of junk. you MIGHT be able to get it out and replace it but it can be a pain. i have done it a few times. some have plastic inside the pipe you have to dig out. I would just try to get the whole thing out and put in a short 3/4 inch galvanized nipple and a 3/4 inch ball valve. IM or email me for more help with it.

youre pressure and relief valve spring is going bad, turn the water off get the right one usually a 30 psi and drain off the water till you can take it off with a wrench, replace and add water checking for leaks, do not blow it open again after you put new one on
