there is a stream/ small river near my town. I wish to make a small raft/dinghy which i can use to row/float a distance of about 5-10 kms. Ideas i have is to use a flat plywood board on four tractor tubes. which should be easy to carry on a two wheeler. Or better if i can buy a inflattable dinghy at less than 2000 rupees.

take tubes, four random pieces of wood, twenty five feet of rope...go to the stream, get creative, and have a ball.

In order to make your boat float, first thing you will need is buoyancy.
For that, you have 4 tractor tires.
Inflate them with air. This will not be sufficient. Take a small drum, Like 20L oil can type.Seal it from all the sides.
Keep four tyres on the corners and drum in between them.
In order to attach the tyres to plywood:-
take a rectangular wood piece, slightly longer in diameter than that of tyre.Make two holes , diametrically opposite in it and attach it it to plywood by means of long studs or nuts and bolts.
In order to attach the can:-
Take a thin rectangular aluminium plate , put the can on plywood, bend the plate on can(will look like "U"), keep the corners of "U" slightly extended, and then attach this plate, keeping can in middle with nuts and bolts to the plywood.
It gets very difficult to explain without a diagram.

Tie tires together and strap on wood upon arrival. Better is styrofoam . I'd avoid inflatable dingies. They're notoriosly sorry.
