The plan would then be taken to NATO if it involved military action. Last I would take it to the United Nations, where I know nothing would be done.
A combination of Naval blockade, heavy economic sanctions might work if it enforced by all nations. Unfortunately, there is a low probability of getting world consensus on any action plan peaceful or not. It looks as if the world will most likely have to live with a nuclear North Korea and all the terrible consequences associated with it.
The last thing I would do would be to get into a land war with North Korea without the full support of China, Japan and South Korea.

They will learn that Communism cannot survive in this new age, and if enough people are starving and dying there, I guarantee you there will be a military coup one day, and perhaps North and South can come together again like East and West Germany did. Patience.
Blowing them up isn't the solution, and not one we can possibly live with.

Inform them that they will not extort any more money from the taxpayers of America (We did agree to pay them if they gave up the plan for nuclear weapons - even then they did it in secret)
Upgrade the S Korean and Japanese missile defense systems.
Station as many cruise missile capable ships as possible off the coasts of S Korea and Japan. Reposition recon satellites to monitor more of the activities of N Korea to identify targets.
Inform "lil kim" that we do not intend to invade his country and will not send troops into N. Korea but that any threat carried out by him will be immediately dealt with.

First why is it that Power Countries feel they are the only ones that reserve the proverbial right to have WMD? The minute one country obtains these type of weapons, it should be expected that other countries will follow suit. In this way they keep things Internationally balanced. If one country is permitted to have WMD only, then we would be facing world domination. I personally feel that if we could find a way to destroy WMD worldwide, then we would all be safe.
In order to resolve all conflict, the nations will have to have a meeting of minds. All leaders should be invited to the table. Negotiations should have the mindset that each country would have to acknowledge the issues of other countries as well as their needs. They would have to have a mediator that is not a leader of a country. Someone that all of world leaders agree to and that they all trust. The mediatore would have to be neutral party and have the knowledge that one countries issues and concerns are just as important as every other countries issues and concerns. When I say all leaders I would include the leaders of terroists. While we may not want to negotiate with terroists, we would have to define the word terroist.
On our side of things we view terroists such as 9/11. On other countries perceptions they veiw terroists as war and occupation in thier country.

Why don't you ask them, instead of bullying them into the American way of thinking as your government are trying to force their opinion on smaller countries elsewhere.
Maybe America can start destroying their own nuclear weapons before being hypocrites and telling other countries they can't have any. If America is the perfect society it claims to be, then set the example to create a nuclear weapon free world.
Yes, the N-Korean leader seems like an *******, but still, there's a whole world of opinions outside your borders. Be the mature party by helping other countries solve their problems if it bugs you, thereby repecting their own national pride and sovereignty, not shooting the hell out of them.

Let North Korea's neighbours deal with them. Just make very sure they don't sell any nuclear bombs, and let them understand that if ANY nuclear device is discovered in 'terrorist' hands, they have to pay the price. With or without China's 'permission'.

Cut the country off entirely from the outside world except for leaflets falling from the sky telling the people why their children are starving. The people will only take so much and throw kim out on his big head.
If we cut them off entirely even the military wouldn't be taken care of and those people would turn on kim too.

Actually I say let them be. Have they shown aggression towards this country recently? No. Why does the united states always have to feel they can dictate who can and can't achieve the same power as it has? It's one thing to be concerned about hostile nations having the technology but it's wrong to keep doing this. Europeon decendents are not the only people who have a right to defend themselves with mass destructive weapons.

I would send all the dictators up in space for 48 hours. I would let them look down at the earth. See how it has no visible borders, no signs of war or pollution. Let them see how truly magnificent the world is from that perspective. If that doesn't work, then I would send the bounty hunter in to kidnap him and make him "disappear quietly into the night."
