isnt it paint that seals against water vapor. for like a bathroom or basement? One that doesnt grow mold well... like kilz or bear bathroom/kitchen paint?

Iam probably totally wrong, but that seems logical in my mind.

I looked it up. Its for basements. It seals against moisture entering a finished basement.

Vapor retardent paint is where the paint doesn't let off any vapors therefore it doesn't lose any of its color or release fumes.
