If I remember right, the memo said there was a great chance of a terrorist attack, it did not say that the terroists would hijack airplanes and slam them into the twin towers. I do not believe that anyone in power for any reason would have allowed this to happen. As for Clinton, he was a world-wide joke that hurt the image of America. Not just because of the sex, but because he was not in tune with the wishes and believes of most Americans. I believe if Osma ben Laden had been captured or killed, there would have been no Sept 11 twin towers.
