By definition, a bi-lingual nation would speak two languages.

There is no such word as blingual in they Webster Dictionary. I looked just to make sure because they add words from time to time. So I guess that my answer would be that the nation could speak as many languages as it does.
If you mean bi-lingual then the answer is 2:

What would that mean?
The answer is 2, but when referring to a country, it is very specific WHICH two. In Canada, bilingual means French and English, and no other combination is considered officially bilingual.

If you speak two languages, you are bilingual.
If you speak one language, you are American (or British, to be fair ;-)

Duh. Bi means two.

Bicycle - 2 wheels
Bisexual - 2 sexes
Biweekly - every two weeks
Bifocal - two lenses in one, etc.

Therefore genius: Bilingual means TWO languages.
