Clocks have been changing for thousands of years, and you can't really give anyone credit.
60 was chosen as a good number because it's easily divided by 2, 3, 4, 5, and 6.

All I can tell you is that the twelve hour clock is based upon the babylonian number system. Whereas arabic numbers are based upon tens (i.e. ten fingers) babylonians are based upon twelve having something to do with Bahamut proclaiming 12 to be the perfect number.
