As someone who has owned both systems (and still own one of them), I'd say it depends on what you're looking for.
The PSP is a pretty cool little toy, but I couldn't find too many games that I liked. Both the GTAs for it are or will be available for PS2, so it would be cheaper to pick up one of them if only for playing GTA games. The movies are horrid and way too expensive, as well as being hard to find. My DS makes a better portable by far, as the battery lasts longer and there are a ton of great games for it.
The 360 is also pretty pricey, as well as all the other crap you need to buy for it. So far I've gotten an HDTV, surround sound system, wireless adapter, play and charge kit, Xbox Live, about 20 games, and a bunch of Marketplace crap I've spent plenty on. I couldn't be happier with the system, though. The games are nothing short of fantastic, and there are some killer titles right around the corner. Games and movies look beautiful when hooked up to a proper home theater system.
I would say that if you don't mind spending a few extra bucks, definitely go for the 360. It's a great gaming machine, and if you plan on getting only one of the next gen consoles, this one's got it all.
If you travel a lot or just like having different toys than your buddies, then go with the PSP. Hopefully you like Japanese and racing games, though, as I didn't really find much else that suited me on it.

First of all let me just say that comparing apples to oranges is kinda like the same thing, as they are both fruits. But comparing apples to peanuts could work.
Anyway. If you are going to listen to your friends, which i think you should, then you should get the up-scaled model 360 for $400. This one will save you more money in the future. The graphics for 360 are kickass and Halo 3 is on its way. So you could just chill with your friends and play it all night.
The PSP has a lot of great games too. Like GTA Liberty Stories, and the new one, Vice City Stories. PSP is $250. You can also connect and play with people on the internet, but your friends dont have one so you cant play with them.
In the end, it comes down to what you think. I would go for the Xbox 360

xbox 360 is a console and PSP is a handheld. Go with the xbox360 since it is the latest console. It has great games coming out this month and next, like Gears of War. Plus Halo 3 and Halo Wars will only come out on the 360.
PSP doesn't have a great selection of games. The movies are expensive for a format that can only play on one unit. I think Wal-Mart stopped carrying the movies. If you want a handheld go with a DS. They have more games. The games are really fun and more people have them so you can link up with certain games.

The 360 is extra beneficial for snap shots and on line play, however the PSP is extra beneficial for portability and complexity motives. additionally the video games are 50% extra low priced than 360 video games however the snap shots want something to be needed. besides, the 360 does have the somewhat some terrific merchandising video games obtainable so its somewhat a count number of selection in case you opt to spend plenty for extra beneficial snap shots and larger interest play, or a sprint for convenience and media on the bypass.

Comparing a console system (like Xbox 360) and a handheld system (PSP) is like comparing apples and oranges. I could see comparing a PSP and a DS, or the Xbox360 and PS3. If you want portable gaming, go with the PSP. If you want a console, go with the 360.
