May be cutting off on low water, then condensate comes back and it restarts. Check water level in glass to see if this is the case.
Thermostat heat anticipator may be set wrong.
Pressure switch operating control may need adjusting.

It is suppose to when it reaches the T state setting for the temp, but Such system have both an indoor and outdoor sensor, outdoors it senses change in Temps, and begins to build up steam, very complicated systems and very dangerous, so be careful.

try bleeding the radiator it might have air in the system
