They were making progress several years ago and people were crossing the DMZ to visit relatives. But under the Bush administration, it's all turned sour.

No, not the way things are going now. The only way is to wipe out the totalitarian military communist dictatorship in the North. Since Wal-Mart/China basically supports North Korea, there is little chance that the US or anyone else will step in and finish the Korean War. Only after you get rid of the North Korean dictatorship and disband the military will there be any chance at unification.

The problem with disbanding the military is that all the millions in uniform get special privileges, like better housing, more food and the like. To deprive them of this could spark a major rebellion, and this is the real danger. This is an issue that must be addressed, and perhaps one possibility would be to drop leaflets all over North Korea offering any member of the North Korean army safe haven in the South, with better benefits than they have in the North. Gain control of the military and you win the war. The odds of winning over the higher-ranking officers might be difficult, but to win the hearts of the masses of enlisted soldiers should be much easier. Turn enough of them to the South and the North will fall, possibly without firing a shot. This was Sun-Tzu's concept, that the best victory is to capture the enemy's army intact. To destroy it is to lose even though you win. To bring unification, it is necessary to capture the army intact.

I truly doubt this as south Korea is prosperous and free ( to a point anyway) and the north is under a dictatorial reign and the people are starving and allot are still homeless, which the south would not accept and the north will stay on its power trip and not relent to democratic theory.

I think you'd have to overhaul the North's leadership, then you'd have a real chance at it. But as long as they think everyone is trying to attack them all the time, your not going to get anywhere.
