I'm thinking Channel 4 morning TV (T4 in particular)

Deadpan refers to humour (whether actually considered funny or not) in a srtaight-faced manner. Not being funny at all is... well, exactly what it says it is. And you're right about T4. Lame.

Deadpan means that the humorist does not react to a funny situation or joke at all ... and it CAN be confused with being humorLESS. But it is a technique of humor perfected by Harold Lloyd in the silent movie era. It has nothing to do with being funny or not being funny ... more of an acting/comedy technique.
Just not being funny at all, though? That's a subjective decision for the audience to make. If you are the joke teller, do a "deadpan" and keep on going until they throw stuff. If you're the audience, bring some over-ripe vegetables and fruit with which to pelt the no-talent bum.
