The seeds of totalitarian regimes are nurtured by misery and want. They spread and grow in the evil soil of poverty and strife. They reach their full potential when the hope of a people for a better life has died. We must keep that hope alive. If we falter in our leadership, we may endanger the peace of the world - and we shall surely endanger the welfare of our own nation.

At the present moment in world history nearly every nation must choose between alternative ways of life. The choice is often not a free one. One way of life is based upon the will of the majority, and is distinguished by free institutions, representative government, free elections, guarantees of individual liberty, freedom of speech and religion, and freedom from political oppression.

The second way of life is based upon the will of a minority forcibly imposed upon the majority. It relies upon terror and oppression, a controlled press and radio, fixed elections, and the suppression of personal freedom. I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.

On 12th March, 1947, Harry S. Truman, announced details to Congress of what eventually became known as the Truman Doctrine. In his speech he pledged American support for "free peoples who are resisting attempted subjugation by armed minorities or by outside pressures". This speech also included a request that Congress agree to give military and economic aid to Greece in its fight against communism.

In any political system, when the people in it are happy, they want things to stay the same, because they perceive that the political system they have is responsible for things going well. When people are unhappy they want change. So if a country's people are unhappy, they are more likely to act in ways that bring about a change in regime.

This isn't limited to other countries. I believe you'll see a lot of incumbents losing elections a month from now in the USA, because many people are unhappy with the way things are going.

Truman felt and feared the Koreans, Chinese, and Russians were big bad commies, and that U.S. military involvement in the war would somehow solve the conflict. Both President Truman and General MacArthur were wrong, and the U.S. involvement helped to maintain a permanent state of war in a divided Korea. When learning about the history of U.S. foreign policy, the adept student should realize that not every action the U.S. took was a success, nor was every action taken for the noblest reasons.

i guess it means that dicitators are created out of people's needs and then they stay strong by taking the people's money to use for their own causes. For example, Benito Mussolini. Italy was a devastated nation when he promised to rebuild it. He got in power and stayed there until around WWII.

This is pretty clear for a politician. Dictatorships flourish where the populations are poor, uneducated, lacking proper housing and food.

Countries that are extremely poor tend to have unstable political environments making them susceptable to takeover my totalitarian governments.

He was explaining that people turn to totalitarian movements- left or right- when they are desperate. These isms thrive on human misery.
