I own an LG CU500 cell phone and a Motorola Razr V3.

Charge daily no matter what the battery level reading? Charge when one bar reading is reached? Does battery level of charge go to signal strenght? To get best charge, Does it matter if phone remains powered on or should one power off before putting on charge? Thanks , fbg.

It is suggested that cell phone batteries be charge and discharge fully the first time it's used up to the third charging. Afterward, you can charge it when battery level is one bar. It's ok to charge it daily especially when it's used heavily; but at least wait for a one- or two-bar reading. And once a month, the battery must be left to discharge all on its own, in standby mode.
Battery level does not affect the signal strenght. Signal strenght is dependent on the network.
In my experience, it is best to charge the cell phone when it's powered on, but there are other brands like Samsung where it's best to charge it with the power off.
Why don't you try charging it with power on and then the next charging time with power off, and then observe the difference.
