Write to the BBC and ask them

You can only start writing. You can only try and then try to market yourself. I know with Dr WHO you have to just send in your ideas and if your picked, I think you win a prize.. but just write and then keep trying to get your writing noticed. you must understand that most writers get rejected by publishers even harry potter got rejected a few times, sidney sheldon, I think may be 30 times. good luck.....If you have an imagination to write for Dr Who, may be you should concentrate on being the next type of "Harry Potter" writer.

Send some scripts to the BBC

Without their permission you can't write anything at all about Dr Who, they hold the copyright

Study the subject and if you really are that good, then submit your scripts to the BBC.
