America never declared war on citizens, if they did, they'd all be dead - only a few have died. Hence they aren't terrorists. On the other hand, The best alqaeda could do was attack non-military targets. Hence they are terrorists. Same with Hisbullah. Al Qaeda delcared war on us hence they are the bigger threat, if that is what you mean, Hisbullah only want their land back (which i have discussed moralities elsewhere).
