Likely, the mail messages are removed from the index and the physical space in which the message was stored is marked for re-use. If it was stored locally on your computer, a storage expert might be able to re-assemble it, maybe.
Your mail provider undoubtedly backs up their storage. They may keep their backups off-site for a period of time so that they can rebuild their system in the event of a data-center disaster. Your message exists on those backups as well. You are unlikely to get their assistance in restoring your message, as they probably do not have access to one message without restoring the whole system...but law enforcements agencies have that kind of cooperation.
Also - it's a message - it either went somewhere or came from somewhere - that other copy is out there, too.

Depends on which email server you use. Some Microsoft Outlook programs have a 'deleted' items folder where you can recover deleted items. To get rid of an em entirely you have to delete it twice.

that depends on your method of mail. if you are using outlook, it's just like anyother deleted file on your hard drive, it remains there untill it gets written over, and it's still on the ISP's mail server even though you deleted it. yahoo mail, who knows?
i would never write anything incriminating myself in an email, no matter what method of delivery I used. A lot of people have been hung in court with emails they thought were deleted.

Without knowing which e-mail provider you use, I cannot answer that question with any degree of accuracy. However it is fairly safe to assume that it goes to the FBI where they eagerly scan it for Patriot Act violations. =P
