A framework is something upon which a complete structure is built upon. Your skeleton is the framework of the human body.

A house has framework before you add the finishing touches. So the framework of a program is the basic skeleton of the program before it is finished.

rusting depends on the soil chemistry and structure. the frame would have sunk slowly so would have passed slowly through the damp & oxygen zone in which the rust worms thrive. I doubt it'll be solid, but if the roof and so on have kept the soil underneath dry enough maybe you'll be lucky.
