Security/identity checks require that veils be removed. Many countries offer the courtesy of having a female officer make the check.

When applying for a US visa, veiled women must provide a full face photograph with their applications, and must remove the veils to confirm thier identities to the consular officers, whether male or female.

This might be somewhat difficult if your veiled! I await a real answer among the dross that will pour in in answer to your question.
