No . The throttle sensor tels the computer where the throttle is at any given time.
I would suspect that the O2 sensor is where you need to look and the fuel pressure regular
#1 the O2 senser.: Since todays engine have no choke the O2 sensor acts like one. It senses how warm or cold the air is going past it and tells the computer" Ha it is cold out side so I need more fuel to start." Problum is it will keep telling the engine this and thus it can and does supply to much fuel to long.
#2 the fuel pressure regulator.: If it supplies to much fuel to the engine it will foul the plugs.

So in this case you need to have the engine scanned to see which one of the sensors has gone nuts.

Technically, no, the ECU monitors Air/Fuel ratio by getting Inputs from Sensor like MAF, O2, RPM, TPS and more on later model, a bad TPS will not make the ECU in change Air/Fuel ratio, the O2 Sensor is the Sensor that tell the ECU how rich or lean the Engine is running, with other Inputs then the ECU will adjust the A/F ratio accordingly.
In your case, more then likely that you O2 Sensor is bad, put a Scanner on to see if any codes there.

throttel sensor is part of the whole EFI system, if it fails the whole system collapse
