Does the American system of Minor and Major degrees correspond to Indian Bachelor's and Master's degrees?

Once you complete your Masters' Degree in India, The American System Count it as a Bachelor Level study there.

i dont think so, a minor is part of a b.a. or b.s. normally 18 hours.
