Yes, all drivers should be insured in case there is damage or injury caused by their actions. Your parents' insurers will add you to their policy but I'm afraid the premiums will go up dramatically as you are an inexperienced driver. Might it be cheaper to learn with an instructor?
Please do not be tempted to go out on the public road insuranceless.

If you're driving on public roads or property, yes. Even if your parents have open insurance, it usually won't cover provisional licence holders.
You usually have to be a named driver on a policy, and unfortunately it's massively expensive for the first few years - where I live anyway(Ireland).

Yes you need to be insured in any car to be able to drive it, ask your parents to put you on their insurance policy if you intend on using their car. If oyu use your own car you need to make sure that the person sitting beside you has passed their test for at least 3 years. Check out the DVLA website.

If you are driving your parents car then they can check that their policy covers learner drivers or add you as a learner. You don't necessarily have to have insurance in your name that way, though it could be pricey for your folks! May be better to have your own policy as the sooner you can start building a no claims history, the better it will be for the future.

Yes you must be insured.Agree with P_R ask your parents to put you on their policy,it will work out a lot cheaper.Will cost you a fortune if you take out your own separate policy.
