old days: cast iron, because it rusts very slowly.

nowadays: I think it's still a high carbon steel, the carbon content being there for the same reason - to slow down corrosion. In other words, same chemistry as cast iron but different forming methods. This will make them somewhat brittle, so be gentle.

I don't believe radiators are made of copper - too expensive and not stiff enough I guess. Aluminium has too low a thermal conductivity. Mild steel would be gone in a year. Stainless too expensive and low conductivity. Which leaves high carbon.

In early days they had been formed with Cast Iron, in sections, this was a good medium as cast is strong and yet very durableeven with water running through it, all fittings are of Gunmetal or Brass.
Modern Rads are made of Steel, but use a rust inhibiter, the fittings are the same.
Copper was tried, and would be ok, but Cost, and durability are in question.

That depends what radiator you have in mind.

If you mean automotive radiators, then they are made of thin copper sheets shaped into flattened tubes (that flat portion becomes the fins).

If you mean household radiator, they used to be made of cast iron. Since water heating is not as popular as it was (most new houses use pulsed air instead of water, or electrical space heater) there are not than many cast iron radiators needed. Underfloor radiator will use plastic piping or in the case of electrical units, electrical cables; while space heater electrical radiator (aor exchange) will have aluminium fins to conduct the heat from the heating element (itself made of nichrome), or be made of PTC ceramics.

In cars, the good ones are copper, and the cheap, crappy ones are aluminum.
