It doesn't sounld like the above is going to help you, because YOU WILL NEED TALENT and a HUGE BOOK to do anything with thouse programs. But I would this will and you can convert it in to many formats including Flash, AVI, movies, GIF, and others... so here goes.
I would Highly recommend Bryce and Poser... I have the same problem with artistic talents of that nature, but give me a PC and TADA! This also handles 3d Animation too. Here are the links, and please send me a copy of your creations once you're done, I would love to see what you came up with.

Don't be fooled, with in the program you can transform the 3d final fantasy style art, to you regualar 2d drawings. You also can adjust everthing from hair color and nose size, to Eye lashes and individual toe position. Send me an e-mail once you have your first short done.

Depending on what you need the animation for, you could try using Flash. I use Flash 8 Pro and SwishMax. Of course, both cost money so if all you want is one animation they probably wont be much use to you.

flash in my opinion but it depends on what you want to animate e.g. if it was manga/anime then flash but short and based on photographs of people then adobe imageready
