What do you mean?
Do you mean the area that harnesses solar energy or just the one most exposed to the suns energy rays?

Though the sun shines harsher along the equator, not much land masses are available on this zone of earth. The largest deserts of north Africa and Middle east receive maximum sunshine which mostly goes untapped as energy source. However, the desert inlands of Australia gets largest solar energy (that includes the ultraviolet rays reaching that part of the heath through a hole in the atmosphere due to depleted ozone layer. As for the largest solar power plant, it is coming up in California, US

Israel .
There has been a lot of research AND development of Solar energy devices in use by the common people, in Israel.
Finally, the climate in that region is very conducive (Temp zone) to gather a lot of solar energy.

The world is tilted to the sun-earth orbit plane such that it recieves maximum solar heating between the two tropics namely the tropic of cancer and tropic of capricorn. Any country which is located in tropics recieve maximum solar heat, especially the one which is situated near the equator.
