There some universities in the UK that will admit you on the strength of a cycling proficiency certificate but you have to hope that any prospective employer is unaware of this. 58% will get you a 2.2 degree.

You won't need IELTS if you have ESOL or GCSE English. The reason most universities ask for IELTS is for your sake, not there's - IELTS is a good way of proving that you speak and read enough English to be able to do well on the course. If you can't speak english well, then perhaps you should study in a country where english isn't the first language?

Yes you would, although it wouldn't be a good one. I would also look at the current level you English as I assume you are outside the UK.

One of the acceptance criteria is your command of written/spoken English so I suggest you do further study of the English Language.
