You have a few choices. Don't answer the call if you don't have the time to get pulled into a conversation. If you take the call, make sure to tell him from the beginning that you really wanted to say hi, but that you are really busy at the moment and can't talk, then suggest a goodtime that you can talk and work on setting up a time that works for both of you.

If it is a cell phone there should be a way to block call or have special ringer.

just say politely, I can't talk right now, and then hang up.
if he doesn't give you a space in the conversation to say that, just say it quietly over his words and then hang up.
He'll get the message after a few times.
