no its not illegal to change parts on a car if u do it ur self, however if ur adding performance parts to nething i suggest u do u research on what ur doing how it will perform and what it will do to the car if u add a turbo to a 4cyl. engine and atleast do up grade tires, suspension, strengthen the unibody frame or add stronger internals in the motor such as a crank shaft rods or pistions ur gonna cost ur self alot more money obviously the people who have responded dont know ****, its only illegal in a state if to register the car it has to pass an inspection because if u remove emissions controls or take the catalytic converter out or some of the federal emissions standards the car wont pass and u wont be able to register it and at that point the car becomes a drag only car

No, unless the parts are stolen or he altered the Vehicle Identification Number. There are lots of modified cars on the road.

Of course, there are some modifications which would make it illegal to drive it on the street, but the car would still be legal.

some parts have legal requirements like the catalytic converter or the exhaust system (varies by State law), but most parts are okay to replace.
