Many months ago my entire system was hacked. Basically everytime I was connected thro my IP provider the hacker gained access to my comp and things were deleted, added, screen names and websites stolen. Ive been wicked paranoid about this bc I hear and read horror stories about people being blamed for stuff all the time. So this is my Q. Since the person had access to my comp everytime I signed on to the net, could the person then use my IP to do anything he wanted such as chat, use my websites, or even just go to web pages with it looking like it was my computer doing that stuff when it was really the hacker?

This went on for awhile and my Norton neva picked it up. I have a new computer now but basically was just curious if the person who hacked my system could use my IP each time I was connected and make it look like it was me visiting websites, sending emails, blogging, going into chat rooms etc when it was actually them

If the hacker has gained access to your computer then yes, he could remotely log in to your machine and access web sites, chat rooms, IMs just as if you were doing it yourself. In fact, all network activity would be leaving from your computer, so from the outside world, it would look like all actions were originated from your computer.

Now, if you have addressed this problem by rebuilding your system and resetting all passwords/accounts. And assuming that the hacker no longer has access to your PC, just simply knowing your IP address will not allow him/her to impersonate you any-longer -- he needs to have access to your PC again.

Make sure format and re-install all of your software, install a great two-way firewall (not just the firewall built into Windows), and make sure to use strong passwords for all of your accounts.

If you have vital information that could be used for illegal transactions such as Credit card numbers or SSN numbers you should be worried and i would probably call police and close all your bank accounts and set account tracking, this is in case you find something is missing such as money or someone is using your SSN to make or open bank accounts. First thing i would do is call my bank and put a hold on everything, then contact police and see what they can do. also try to get in contact with your ISP to see if they can get an id on who ever is gainig access to your computer.
Lastly get a good firewall and antivirus

Yes, a hacker can run processes from your computer without you knowing. A firewall should help.
