Although it's illegal and a teacher will be punished if caught, sometimes it happens. It's not a new phenomenon.

Sometimes the bribes are not that straightforward. For example, in my times it was a norm to give an officer, who was teaching an officer training course (Russian equivalent of ROTC), a bottle of Armenian brandy as a gift right before the exam. Another example is hiring a college professor to consult on an end of term project (the professor is not teaching the course itself, but he is working together with the instructor of the course). Although it's not a direct bribe, ethically this is a questionable practice too.

There is also a tradition which has nothing to do with a bribe, although it might look like as such - high-school students give their professors flowers on the days of graduation exams. In the 80s everybody would do that. It was considered as a show of respect and gratitude and not as a bribe.

I think you must have bribed your english teacher as your sentence isn't very well structured.
