Verbose is when someone is being wordy...saying more than is needed.

"The newspaper reporter was verbose in his comments."

verbose means long winded or wordy.
A synonym is prolix. Loquacious means "talks a lot" but is not an exact synonym.

Opposites would be terse, succinct, or laconic.

Long and full of unnecessary words. Or "detailed" if you would like to look at it in a different light.

You might want to put dictionary.com on your favorites. I know I have it. :D
