Check your lease... it may say it in there.

When I rented the landlord use the calendar to figure when to turn the heat on, not the thermostat. The heat was on from October 15th thru March 30... even if it was cold before or after that window of time.

I live in NJ. I feel the cold as well. I own my own home however i used to be a renter. If I am not mistaken, the heat has to be turned on by October 15. That's Sunday. Guess, you'll have to pile on the blankets til then. Or maybe you could ask your landlord to hit the heat button a lil early.

Isn't all heat either power by electricity or gas? If yours is, I imagine it would fall under your responsibility.

If you pay for all the sources of power to the house, how is the landlord supposed to pay heat? It sounds suspicious to me. I'd contact the business board of your city.

Does your place have an OIL furnace? If so, that is the part the landlord pays....the oil part.
