i also have groudon, kyogre,rayquaza,moltres,zapdos,deoxys,jirachiand the rejis but when i am going to the mt free ze articuno is not there? where can i find articuno?

articuno was never in mt freeze. mt freeze is where your team met up with ninetails.
it was in frosty forest that you encountered articuno before, and that is where you'll find him again.

Frosty Forest is the ice equivalent of Mt. Thunder and Mt. Blaze, which can only mean one thing...Articuno lies in wait at the end. You can expect almost the same setup as the previous dungeons, 9 levels of Ice-type (and a few assorted, like Rock/Steel/etc.) enemies then a save point where the 10th Floor would be. Unlike before there will be 5 levels after the save point with Articuno awaiting you on the 5th.

Articuno is found in the frosty forest. After the statue kanghskan in frosty forest u have to go five floors up and u will find articuno. Articuno is the strongest bird from the three. It is level 53.
