find some old mens suitpants,navy blue or dark grey,stuff the bottoms into boots that come up to midcalf.make sure they look old and worn,and dont mind if the pants are baggy.the more ragged looking,the better.(even female pirates never wore a skirt,and yes,there were female pirates)sorry if I am going a bit for the historically accurate look.

i agree with Victoria but you could always go to the goodwill i know that sounds odd but they have a lot of things that you could use for costume making and if you wanna look like a real piratey girl its better to not have brand new looking clothes on , it adds to the effect. they are also a lot cheaper then stores!

I prefer a pair of jeans, with a large scarf tied to the waist and the knot turned to the hip. This leaves the long V hanging on the other hip side. Don't forget your bandanna head scarf. Add chains, and a large hoop earring.
