Many ballots weigh more than one ounce. It's 39 cents for the first ounce and 23 cents for each additional.

BUT: absentee voting material is POSTAGE FREE when mailed in the US postal system. While some notoriously stupid election officials refuse to take advantage of the franking privilege for themselves and voters, most do.

AND: you can print your own postage-free envelope. Go to http://www.fvap.gov/pubs/returnenvelope.html

Some advice: don't take too seriously answers you get on Y! Q/A. 90% of those dealing with legal matters are incorrect or worse.

Are you asking how much you have to pay or how much the Board of elections pays. Every time I've voted absentee, the ballot has come with a postage paid return envelope. The board of elections is issued a permit to have mailings billed at a reduced rate from standard postage. Most large businesses also have permits.
The person that mentioned the 'franking privilege' AKA 'free mailing' misunderstands. This is a privilege granted to certain elected officials, not to all government agencies.
