65 degrees and above. Got that info from a veterinarian when asking about mosquitoes and heartworm in dogs.

AT lower temperatues mosquitoes unables to fly ,,,,,,
normally at 0 degree celcius,,,,,, mosquitoes unable to fly

definitely at absolute zero, but there are mosquitoes in Alaska so it's gotta be pretty cold. (absolute zero = -263 degrees)
