When we connect a hose to a tap what is the reason for connecting it at a low height instead of being high up ????

A good reason for this would be the higest point in the basement is usually slightly above the outside ground level and when running the pipe to the outside they drill a hole straight through the wall and where it comes out is where( how high) the hose bib is placed. It would take more material (however inexpensive it may be) and slightly more work to extend it higher along the wall.

It has to do with water pressure. The higher up you connect your hose the lower the pressure is going to be. This is especially true if you are using a gravity fed system. If you are in an area that has a mechanically pressurized system you can raise the level higher, but there really isn't a point to it since everyone is used to having the taps lower to the ground.

Assuming you have a basement, the tap is located low, because it comes out below the upper floors, why run a water tap, up into the wall of the house, - on a Slab, why waste pipe running it up high.

easy to reach and down low you do not have the weight of the hose hanging on the piping. water pressure has nothing to do with it .
