hmm...ya...i need to reformat my pc... i was using win 2000 professional previously as I dun like win XP as find it quite unstable. Problem is i lost my window cd so it is difficult for me to reformat it. Thus want to know if there is any place in Singapore that can help me reformat my pc with a certain cost but without any drive (Eg:Garphic card cd or motherboard cd)

All that you need is a windows installation cd. If you are using windows XP. It contains most of the common drivers to get you started.
XP reinstallation.

do you mean drive? As in Hard drive?

If that is the case - you obviously need someone to do it for you - even though is is easy. Be aware you will loose all the data so if needed back it up.
If you want to do it yourslef why don't you insert win XP cd and boot from it. Then follow the screen and reinstall the system.

There is not enough information in your question. But, you could download the Linux operating system (Ubuntu, is just one example) for free! http://www.ubuntu.com/ Or you could search and buy online the Windows XP adding postage to the purchase price. Is there not a store in Singapore similar to the UKs PC World, or Currys?
