To conserve translational kinetic(tke) energy it is converted into rotational kinetic energy(rke).to use later.this is done by a flywheel

The purpose of a flywheel is to have significant angular inertia, so that it tends to turn at a constant speed (i.e., it is not easy to speed it up or slow it down. Of course you don't want it to have TOO much inertia, so that it takes a lot of the engine's power to accelerate it.

Angular inertia is a matter of how much weight is located how far from the axis of rotation. So a flywheel that has all its weight at the outside of the wheel will have more inertia than a wheel of the same weight that has more of its weight closer to its center (its axis of rotation).

Finally, the flywheel needs to have rotational symmetry, so that it will not tend to wobble (or create unbalanced forces on the rotating shaft) as it turns. This doesn't mean that it has to be a circular disc. For example, it can have spokes, but the spokes have to be distributed regularly around the wheel (i.e., if there are 5 spokes, they need to be 72 degrees apart).

Minimum drag, smallest size, easiest to make and anything but round would would be weaker and kinda dangerous to whatever touched it.
Now, firgure out why manhole covers are round.
