Some do, look at avocados, mostly monounsaturated fat. The reason why plants utilize carb rather than fat, look at temperature ranges. The colder it is, fats tend to solidify, plants cannot utilize solidified energy stores.
Only mammals can use fats effectively, since they are warm blooded. This warmth keeps fat relatively mobile.

mostly because plants lack the enzymes required to digest fats, lipids are the form of stored energy in seeds , but then again seeds remain dormant for a pretty long time, whereas for a plant digestion of carbs is a much faster process
There is some thing abt osmotic pressure also, but I can't remember exactly what
