Well about you speaking too soft, don't worry about what other people think. Some people just have lower voices then others and choose not to raise there voice. Maybe some days try to talk a bit louder than you usually do. Or maybe when your alone sing or talk about something and try to do it a little louder than usual. And the thing main thing you could do is practice speaking when your comfortable, or no one is around. Like right now, when you read peoples answers, read them out loud to yourself, or even whisper them. Just practice. And not everyone is perfect, I know a lot of people that make mistakes and we all speak english ^_^ No one is perfect, and you shouldn't believe that you need to be either. Public speaking is my weakness as well, but I just stand up, and do it. Just think, its only a few paragraphs, or a few words. It will be over, and that's it. You'll be done. The only way to speak confidently is not to care if you make mistakes. If you do, then remember it and try not to make the mistake again. Just laugh it off and continue. Your still alive right? No one hurt you, you just made a small mistake when speaking. If someone laughs, so what I bet they've made mistakes when talking before too. Good luck to you! And remember to practice! :]

If your English is already fluent, and all you need to do is improve the way you speak (as, in spite of the person who claimed "spoken" doesn't belong in your question, you seem to be saying), I can recommend that you join an English-speaking Toastmasters club in your area. And if there isn't one, start one! Toastmasters is a learn-by-doing and learn-by-helping organization, and everyone comes to it with different goals, so it's not like you have to worry that either you'll be learning English from people who speak it worse than you do or that you won't be giving back.

If you do need more practice that that, or your English isn't already advanced, I'd definitely recommend joining a conversation-based class, if at all possible with a native-speaking teacher. Good luck!

Your question has wrong English, just remove the word spoken for it to be correct. Read English and Grammar Composition. Get an English tutor or but one of those Webster's Grammar books. That enough? My pleasure.

First of all, learn the basics: verbs, adjectives, nouns, present/past tense, and all those grammar stuff. Then try forming simple sentences on your own. Watch and listen to people who speak english. Read english book. Watch english films. Speak in English as much as you can. Practice makes [almost] perfect! =D

Good luck!

First, read a lot of books in English or watch people who speak fluent English and watch how they move their mouths and try to repeat twice and then create a sentence with that method is order to test yourself.
