While she's at school (in case this is a sore point between you) take the dress to the best local fabric store and ask for advice. Alot of the employees are sewers and will have really good ideas. Then, armed with several good ideas, include your daughter in the final decision. Respect that a compromise might be the healthiest choice for mother-daughter relations, which are very important.

Just don't pick a busy shopping week-end.

If it has straps then you can take up the straps, just shorten them by however much you need to make the dress more appropriate and then sew them so they stay that way. If the dress doesn't have straps, you can probably affix a patch of material or something in the part that cuts too low. If you need a quick and easy fix then you can always just make her wear a tube top underneath it in a color or pattern that will go nicely with the dress.

Are the tags on it? Yes? Then take it back and get something else. If not...if it's really too low...and not just your initial shock at your daughter having some cleavage..then maybe get her a nice piece of lace or netting-type material to sew under it. Itwill satisfy her wanting to having something kind of low and sexy...but will give it some coverage as well that will make you feel better.

If it has straps, rip the seams out of the straps in the back and shorten them. If it does not have straps it will be more difficult. If possible, you could get a small piece of fabric or a matching or complimentary color (chiffon, satin, organza) and add to the top so the dress sits higher on her chest.

I have a dress that my mom thought was too low and she just took a safety pin and pinned the dress where it was too low on the inside and you can't even tell. I still think it's cute and wear it.

I had a similar problem. What I did was to sew a frilly piece of lace from the underside of the neckline and it looked absolutely gorgeous, and actually became my daughter's favorite dress.
