Some ideas:
- The pastor should preach the importance of the congregation tithing
- maybe the church can sell tapes of the sermons or choir music
- the church can hold garage sales - it brings new people to see the facility
- the pastor could appear regularly on local tv or radio
- the church could advertise in the newspaper
- the church could have new visitors standup and have staff give them an address card to fill out
- the church could have interesting projects to keep people involved (youth groups, singing, holiday plays etc).

make activities inside the church , fun stuffs so that more people will attend there. make different ways on telling God's stories in a fun way where people will enjoy and believe the same time. donations... well i think.. you can gather up funds or isnt it, when there are sunday masses, there are this kind of bags where in people put money there? isnt that enough? but anyway.. just find what the people like there most.. make surveys, by then, you'll know what people are looking forward to
