If you are really good at something, they will find you.
If you are looking to network with bigshots, look for a local entrepreneur's workshop or club where some big shots do sponsor. Some places like the Silicon Valley in California there are investment clubs where they invite young lions to come in and rub elbows and present ideas. Just be sure not to share too much or else you will find someone else have improved upon your ideas and have taken it to market.
Others have tried golf clubs, the gym, or other public forums in hope of making a useful connection.
One tip, make sure you have an "elevator pitch" of your idea that can pique interest within 30 seconds, then follow with a 7 min mini-presentation that hit all the necessary points. Big businessmen rarely have more time than this for cold-calls which they get 20 times a day.
