most likely, thermostat needs replacing.
another possibility, much less likely, low coolant level.

If the heater core is not leaking, then it is not the problem. If the engine and coolant in the radiator are getting hot, then your thermostat is working.
If all the above is good, then the air blending door in the ducting is bad. As with most cars with this problem, the flapper doors inside the heater/cooling ducts are not functioning properly.
When you move the temp control, the flap will direct air over the heater core or A/C coil.
Yours must not be moving. Some cars have vacuum operated systems, others have a cable. You may be able to see the cable or vacuum can trying to actuate the door if you look under the dash while moving the heat control lever of knob.

i have the same problem...for me, it was the heater core/cord? it would cost me anywhere between $800-1100 to repair, so it'll be my second winter without heat.
