My daughter is 15, and when I need her to get off the computer, and she doesn't respond, she knows now that I can shut her off remotely. We're on a router, so I just call up the router address and shut off her service.
That's what I do, but there are lots of ways to pull the plug. You could quite literally, pull the plug. If you're a parent, parent up a bit. There's control software that shuts off the computer after a certain parent-determined time, only to resume at the appointed hour or when a correct password is entered. You could talk to Curtis. Encourage him to go outside.
I guess there's not enough background information on you and Curtis to answer this any further.
Good luck.

Turn the computer off and tell him that's enough! He's 14? Why is he controlling the situation?

Sit with him unitl he gets the hint or...
disconnect the power cords and modem and hide them. then when he's done pouting and ready to listen and talk about it like the intelligent young man he is (or wants to be), you can structure a schedule.
