I have a counter posted on my blog that tells me about the ppl who visit my blog, such as their opperating system, town of residence, and IP address. A friend of mine visits my blog alot. But almost every time he visits, his IP address is slightly different (though it always begins with the same three digits, 207) and his town of residence changes. I'm pretty sure its him every time because he's one of the few people left in the world who still uses a Windows 98, and every person who visits my blog whos IP address begins with 207, uses Windows 98. To make a long story short: Is this possible? It it possible for the same person on the same computer to have his IP address change from day to day? Or is it just a whole bunch of different people visting my blog?
Thanks!

The only correlation you might see between IP addresses and operating systems is if a company, school, etc. has a block of addresses for itself and has installed a bunch of computers with the same OS. There's no inherant connection.

Your friend no doubt has an internet connection with what is called a dynamically allocated IP address. Every time he connects he's given whatever address is available from a pool of addresses his ISP owns.

The counter you're using is probably using a database of IP ranges and associated zip codes. If your friend's ISP serves a large area, he may be assigned from a large pool of addresses, parts of which the counter's database has assigned to various nearby towns.

You can get a connection that gives you the same dedicated IP all the time, reserved just for you, but it costs extra. Usually you would do that if you wanted other computers to initiate contact with yours, perhaps for remote control, or for security reasons if you wish to limit access to certain resources to just certain computers.

If it's a dial-up connection, the answer is most certainly yes - he could be getting a slightly different IP adress every time he dials in.

If it's a high-speed connection, it gets a little trickier, because different providers do it different ways. Some high-speed providers give each user a specific IP (or small range of IP) adresses. Some high-speed providers do dynamic IP adressing every time you re-connect your computer, from a large pool of adresses that they serve.

Generally ISPs have registered a range of IP adresses that they pay for (it's called their "sub net")

From that sub-net, they allocate IP adresses when computers connect to their network. If you turn your computer off, the ISP could then allow someone else to use the IP adress they assigned you. When you turn your computer back on - that IP adress may not be available, so they'll assign you another one.

It's the ISP's job to make sure they have enough IP adresses for all of their users.
