How about "Is the Welfare System really helping people or are they just expecting a hand out?" You could write about whether welfare is "a hand up or a hand out?"

Yes. Start by finding out the different types of welfare - WIC, TANF, SSI, etc. and then list them, define them, say who is eligible for each type, and what the issues are. Then apply the rules to the issues, and come up with your conclusion. Welfare varies from state to state, and state to federal.

What are you trying to say about welfare? The thesis statement would partly depend on that. If you are trying to say it is a necessary thing, you would word your thesis to that effect. If you are trying to say that it is NOT necessary, and is a drain on our national budget, as are those who receive it, you would word your thesis another way.

all i can tell you is that it's best if you always start your thesis statement with "although".
