No. Bettas do not need a heater. And guppies prefer a cool water. So since it is already hot where you live you run the risk of the water getting too hot with a heater. They will be fine without one.
Bettas and guppies are both very hardy fish - perfect for beginners.
Do make sure you add a water conditioner/stress coat to the water in the bowl though. Most tap water has chlorine in it and even if it doesn't it helps destress the fish. I reccommend Stress Coat.
PS- Do not place the tank in the sun to attempt to warm it. The glass and even plastic magnifies the sun and the water heats up rather quickly. Plus direct sunlight will cause A LOT of green algea to grow in your tank.

Using a heater can help only if the water temperature drops below 70F
Depends on how large a tank you are using.
The larger the tank, the less likely you are to have large temperature fluctuations.
It is pretty warm in Malaysia, you may even need a chiller to cool the water if the temperature consistantly gets over 80 degrees F.
but both guppies and betas like warm water.

In Malaysia, you don't need a heater for both guppies or beta. But for guppies, they do need air pump. Beta dont need additional air supply.

As long as the temperature is warm both at night and during the day, you don't need a heater. If nights get cold, then the temp could be rising and falling quickly which is stressful for the fish, in which case a heater would be a good idea for stability.

You need to keep a thermometer in the tank's water at all times to keep an eye on the temperature. If the water ever drops below 70 degrees farenheight you will need a heater, but probably not in malaysia you should be fine, but keep a thermometer just in case.

The optimum temperature required for fish is around 22-32deg C
If the temp of ur country is around 30deg (minimum) but may also go upto 40deg, then u may not require a heater for guppies or bettas
they are kinda tough fishes. If u r keeping fishes like discus,oscar angels, bala shark, etc., theyll certainly require a heater since temperature change is fatal for them.
ANYWAY u can have a heater for winters(when temp is under 18deg, for waters). Try an automatic one,
because u dont have to check the temp always, itll switch on & off for any temp deflections.

No but then again it will depend on if the fish will be kept in where the sun can heat the water or not and how warm your house is. Bettas like water that is about 75 to 80 degrees. See site listed for more on Bettas. I don't know anything about guppies except the live in schools and I see them at the lake.
